Position Overview
Everblue is seeking a dynamic, mission-driven Solar for All Program Implementation Manager to lead the end-to-end delivery of Solar for All (SFA) program contracts, including planning, launch, and ongoing management, contingent upon contract award. This role will be the primary point of contact for state agencies and internal teams, ensuring Everblue’s SFA programs are designed, implemented, and reported in full alignment with federal and state requirements, with a focus on serving low-income households and maximizing program impact.
This position is contingent upon contract award. Resumes will be considered for inclusion in SFA RFP submissions and for potential hiring upon award.
Key Responsibilities
Program Planning & Launch
- Lead all planning period activities, including developing milestones, schedules, and systems to ensure timely and thorough completion of all planning tasks in collaboration with state agency partners.
- Facilitate and document program design working groups with state officials and stakeholders to finalize incentive structures, eligibility requirements, allowable upgrades, contractor participation guidelines, and consumer protection strategies.
- Oversee the development and launch of a secure online portal for participant intake, eligibility verification, and program information, ensuring accessibility for all eligible households.
- Develop and implement a marketing and community engagement strategy, leveraging community-based organizations to maximize outreach and participation among eligible households.
Program Implementation & Operations
- Manage all aspects of program implementation, including customer intake, income verification, technical assistance, and customer service (online, phone, and in-person).
- Establish and maintain a statewide network of qualified solar installers and enabling upgrade contractors, including vetting, onboarding, and ongoing performance monitoring.
- Oversee the development and enforcement of contractor participation requirements, codes of conduct, payment processes, reporting requirements, and consumer protection protocols.
- Serve as the primary liaison between program participants, solar installers, upgrade contractors, financial institutions (if applicable), and the state agency.
- Coordinate enabling upgrades for participants’ homes, ensuring timely scheduling, completion, and payment processes in accordance with program guidelines.
- Provide or oversee technical assistance to participants, including education on solar system design, net metering, savings estimates, warranties, and available tax incentives (without providing tax advice).
Compliance, Reporting, and Quality Assurance
- Ensure strict compliance with all federal, state, and EPA grant requirements, including data privacy and security for personally identifiable information (PII).
- Develop and maintain robust processes for program data collection, quality assurance, and quarterly/semi-annual reporting to state agencies and the EPA, including metrics on project locations, capacity, bill savings, participant demographics, and more.
- Monitor and enforce consumer protection mechanisms, provide avenues for participant feedback and issue resolution, and implement corrective actions as needed.
- Support the preparation of final program reports and audits, including qualitative and quantitative assessments of program outcomes.
Team Leadership & Stakeholder Engagement
- Recruit, train, and supervise program staff, including customer service, technical assistance, and outreach personnel.
- Foster strong relationships with state agency staff, community organizations, contractors, and other key stakeholders to ensure program success.
- Represent Everblue at public meetings, stakeholder sessions, and community events as required.
Qualifications
- Bachelor’s degree in public administration, engineering, environmental science, business, or a related field (advanced degree preferred).
- 5+ years of experience managing complex, multi-stakeholder programs—preferably in energy, solar, weatherization, or other federally funded programs.
- Demonstrated experience with program design, implementation, and compliance for government-funded initiatives, especially those serving low-income or disadvantaged communities.
- Strong understanding of solar PV systems, residential energy efficiency, and/or workforce development in the clean energy sector.
- Experience with contractor management, customer intake and eligibility verification, and community outreach.
- Excellent project management, organizational, and communication skills.
- Familiarity with EPA, DOE, or state-level reporting and compliance requirements is highly desirable.
- Proficiency with CRM, program management, and learning management systems.
