Job Description

Basic Purpose

Positions in this job family are assigned responsibilities involving the production of videos for a variety of functions, activities, and events of an agency.  This may include writing and editing scripts, researching information and materials, providing audio and video support, shooting, producing and editing videos to meet established goals and objectives for agency training programs, news stories, providing information to the public, and other business-related purpose.

Typical Functions

The functions performed in this job family will vary by level, unit and organization, but may include the following:

  • Determines criteria and objectives for various topics or purposes and develops plans for meeting objectives.

  • Researches information and materials related to the topic or purpose.

  • Writes, edits and rewrites scripts, lesson plans, and other materials; confers with agency officials and others to insure that materials support objectives.

  • Plans, organizes and directs audio and video recordings; makes decisions concerning production, such as site location, talent and camera positions; performs computerized professional editing to include narration, music selection, computer graphics and video footage.

  • Performs news and public affairs tasks and responsibilities as assigned. 

  • Posts content, including video, audio, text, and still images to agency website, social media, television, and other platforms.

  • Operates a variety of audiovisual equipment, such as cameras, electronic newsgathering (ENG) cameras, lighting and or sound equipment, industrial video recorders, computerized editors, non-linear editing equipment, such as Avid, special effects generators, and duplication equipment.

  • Determines operating needs of the video section; maintains equipment; and prepares requisitions for supplies and equipment.

  • Performs other duties as assigned. 

Level Descriptor

Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others.

This is the career level of this job family where employees are assigned responsibilities at the full performance level for development and completion of assigned projects, including design, content and production, post-production and delivery.  At this level, employees have an understanding of the ethics and concepts that apply to this position. 

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills, and Abilities required at this level include knowledge ;of technical aspects of equipment; interviewing techniques; and industry related ethics and standards.

Skill required at this level include skill in time-management; paying attention to detail; and working in a team environment. 

Ability at this level include the ability to establish and maintain effective relationships with internal and external partners and staff; apply the PQRST strategy; communicate the story or message to audience; and create content. 

Education and Experience

Education and Experience requirements at this level consist of a bachelor’s degree in mass communications, journalism, or a closely related field plus two (2) years of qualifying experience in in video production, videography, or photo journalism; or an equivalent combination of education and experience substituting one (1) year of experience in for each year of the required education plus two (2) years of qualifying experience in video production, videography, or photo journalism.

Special Requirements

Some positions within the Oklahoma Department of Public Safety may require that applicants meet one or more of the special requirements identified below: 

  • Applicants must be in possession of a valid Oklahoma driver’s license at time of employment.

  • Applicants must be available to work a 40-hour work week.

  • Applicants must be willing to complete all job-related educational training provided by DPS when assigned.

  • Applicant must be willing to complete additional tasks assigned by the supervisor if needed.
