Responsible for supervising activities related to the mapping operations of the Public Works Information Systems. Under the direction of the Public Works Manager, designs, operates, oversees, and maintains the Public Works Geographic Information System (GIS). Coordinates GIS activities among all Divisions. Coordinates and supervises CAD and GIS systems, maintenance, supervision of personnel, and implementation.  Prepares general planning for the GIS system.  Aids in drafting, mapping, graphic illustrations, and related report preparation for the Public Works Department. Facilitates the development of public trust and confidence in the City.

The starting hourly rate for this position is $34.57 - $39.76 depending on qualifications. 


This position is considered an "Essential Position" for the purpose of Emergency Management.  Emergency duties will be assigned as needed.   This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials. 

ESSENTIAL DUTIES

The following duties are illustrative for this position.  The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.  

  • Keeps the mission, vision and values of the City of Port St. Lucie and Public Works Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.
  • Supervise, coordinate, and monitor day-to-day operations of various division technicians, including, but not limited to GIS Technicians, Mapping Technicians, CAD Technicians, and CAD Trainees. Confers with division manager and subordinates addressing concerns as needed; writes recommendations for management review. Provides GIS technical assistance to all divisions.  
  • Collaborate with Manager and Data Systems Analyst/Database Analyst to establish and maintain the GIS database structure, tables, forms, and reports for the GIS. Assigns, allocates, supervises, and trains staff members in the essential functions of the division. 
  • Collaborates with manager and technicians to establish and manage the CAD source dataset, including but not limited to establishing standards for layers, blocks, drawing naming and file distribution. Works with Public Works staff to develop standards, protocols, and conventions; reviews completed work to ensure compliance. Provides technical support and creates display materials used by the department for various presentations.
  • Supervisor in charge of coordinating and supervising GIS database development, definitions, maintenance, and implementation; advising on the integration of GIS databases, tables, maps, and overlays. Supervises the creation of symbols (AutoCAD blocks) to be used in the overall infrastructure map.
  • Supervises the implementation of programs for department divisions when needed. Works with Public Works staff to develop standards, protocols, and conventions; reviews completed work to ensure compliance. Assigns, allocates, supervises, and trains staff members in the essential functions of the division. Coordinates and supervises user-training in the use of software. Regular and punctual attendance.
  • Coordinates and prepares general plans for the GIS System. Coordinates and supervises user-training in the use of software. Coordinates field inspections to verify or gather field data as necessary using land surveying methods and instrumentation to ensure the accuracy of the data; coordinates the collection of survey field data by other departments or Public Works divisions.
  • Interprets survey plats, topographic maps, construction layouts, record drawings, etc. and supervises their inclusion into the department’s infrastructure digital map. Provides technical support and creates display materials used by the department for various presentations.
  • Acts as a liaison between the Department and consulting engineering firms and/or construction firms related to the mapping of infrastructure. Collaborates with consultants, software manufacturers and other users as needed; participates in budget preparation and monitoring.

THIS POSITION REQUIRES SCHEDULED/UNSCHEDULED OVERTIME, INCLUDING EVENINGS, WEEKENDS, AND HOLIDAYS AND/OR IMMEDIATE RESPONSE TO EMERGENCY CONDITIONS.


SUPERVISORY RESPONSIBILITIES                  

Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND/OR EXPERIENCE

Graduation from an accredited college or university with an associate’s degree required. Degree may be substituted with graduation from an accredited college or university with a technical school drafting and design program or application in specific training program required. Five (5) years of experience in land surveying or cadastral drafting at the supervisory level is highly preferred. Possession of valid driver’s license and maintenance of clean driving record required with the ability to obtain a valid Florida driver’s license within 30 days from date of hire.

A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
