Job Description:

Senior IT Director, Program Delivery

The BNATCS IT Director is a key member of the Delivery team that encompasses approximately 2,500 staff comprised of Parsons employees and teaming partner personnel. The Director will have primary responsibilities to ensure that IT resources and systems used to manage PMO activities and deliverables are aligned with program requirements and priorities and as established by the US Government customer. As a senior leader, the Director will oversee the dedicated and leveraged IT team members by providing guidance on IT delivery aligned with program strategies and objectives, and coordinate with external groups including the Corporate IT and Security functions as well as teaming partner IT organizations. The Director also functionally reports into the Parsons CIO organization and will maintain engagement with the CIO leadership chain throughout the life of the BNATCS contract to ensure an appropriate continuity of services and capabilities are utilized for program execution. This arrangement provides a dedicated workforce and IT resources to ensure program success and local accountability to the program manager while also maintaining a strong relationship with the corporate IT organization from which the coordination of resources will be required over time. As such, the Director must be an excellent communicator, team leader, and efficient planner as well as be able to work calmly in partnership with a focus on excellence, particularly in stressful situations.

Key Responsibilities

Program IT Leadership

  • Provide strategic direction to the BNATCS program dedicated IT organization.

  • Manage IT team's daily activities to meet delivery strategy, frameworks, and standards.

  • Lead the implementation of program IT best practices and methodologies.

  • Oversee delivery of key IT services including Help Desk, Business Systems Management, Productivity Applications, PMIS, Software Development, Cyber Security, Change Management, Government Property Management, and IT Infrastructure Platforms.

Program Execution & Delivery Oversight

  • Engage PMO team & prioritize IT to align with program technology requirements and business objectives.

  • Ensure business systems operations meet program requirements in a secure and reliable manner.

  • Ensure value-aligned delivery with proper risk mitigation on time and within budgetary expectations.

  • Coordinate IT and Security services and reach back support.

  • Coordinate IT services with program specific partner IT organizations.

  • Present regular portfolio updates, status reports, and risk profiles to executive stakeholders.

Security & Compliance with USG Standards

  • Ensure all automated information systems and delivery comply with federal regulations including FedRAMP and DFARS/NIST as required by contract language.

  • Partner with cybersecurity, legal, and compliance teams to uphold secure development and deployment practices.

  • Support audits, security reviews, and government oversight as required.

Team Leadership & Development

  • Build, mentor, and lead a high-performing team of IT project and delivery managers.

  • Foster a culture of continuous improvement, operational excellence, and customer focus.

  • Ensure key partnerships with adjacent organizations to build cooperative engagements and prevent team isolation.

Key Activities

  • Plan and implement Mobilization related support to include Program Staff onboarding and role-based access / permissions.

  • In coordination with Talent Acquisitions team, identify and build a dedicated IT team.

  • Provide Program staff with IT Training including use of business systems and security practices.

  • Foster the adoption of PMIS and develop plans for enhancement as needed.

  • Support project pre-award and start up activities necessary to attain a successful program initiation.

  • Act as the point of contact and escalation for all things Technology related to the performance of this contract.

Required Qualifications

  • Education:

    • Bachelor’s degree in information technology, Computer Science, Engineering, Business Administration, or related field.

  • Experience:

    • Minimum 15+ years of overall IT experience.

    • At least 10 years of experience in large-scale IT program/project management.

    • Minimum 5 years in a senior PMO leadership role (Director level or above).

    • Demonstrated experience delivering complex IT portfolios in highly regulated USG environments.

    • Experience managing budgets over $25M and leading cross-functional teams of 20+ resources.

  • Certifications:

    • Preferred:

      • PMP® (Project Management Professional) – PMI

      • Agile or Scaled Agile Certified

Salary Range: $144,800.00 - $260,600.00
