The Thermal, Optics and Power Systems (TOPS) Operating Unit(OU) within the Intelligence Sensing Division’s Mission Enabling Products is seeking a Proposal Manager 1 to join our team. The selected candidate will work with teams creating compliant, compelling business proposals that result in winning new business with U.S. and international customers. This position is located in Hanover, MD and is 100% on-site.
As part of the TOPS OU, Integrated Thermal Systems is the world leader in two phase thermal control for Space applications. We have designed, manufactured, and tested thermal control components / systems for nearly every US based satellite launched in the last 30 years and many international programs. The ITS team also designs, fabricates, and tests honeycomb composite spacecraft structural panels (many with integrated thermal and electrical components). Our systems are currently supporting some of the nation’s most important national security missions along with more public missions such as Cygnus Space Station Cargo Re-Supply, Boeing Starliner, Artemis HALO, Direct TV, XM Radio, Broadband Internet, NASA Weather & Telescope Missions, Mars Rovers, Robotic On-Orbit Satellite Servicing, and many more! There are very few places in the Space Industry that offer direct exposure to the breath of programs our business supports.
Overview
The Proposal Manager will focus on proposal coordination, and proposal management for the Integrated Thermal Systems product lines. Proposal coordination activity includes overall proposal tracking, and Key Performance Indicator (KPI) management for proposal processing activities. Proposal management activity includes internal and external customer interface, Basis of Estimates (BOE) and compliance matrices development, and proposal writing.
Role and Responsibilities:
Develops and executes proposal plans, estimates resources (people, schedule, and budget), analyzes RFPs, creates outlines and compliance matrices
Engages with Capture Manager to craft proposal strategy and develop compelling messaging that addresses the strengths of the Northrop Grumman offering
Creates compliant, compelling proposals that clearly and succinctly address the RFP requirements
Ensures on-time delivery of proposals and document lessons learned to improve processes
Performs volume lead and writing assignments
Basic Qualifications:
Bachelor’s degree in a technical, management, or business-related discipline with a minimum of 5 years’ experience supporting U.S. Government contracts and customers in an Aerospace Manufacturing environment
Experience in Proposal or Program Management, with experience leading and/or writing proposal volumes
Strong attention to detail required, as this position requires processing large amounts of data across dozens of programs simultaneously
Strong teamwork and communication skills to ensure changes to plans are fully understood
Ability to organize, balance and prioritize multiple tasks simultaneously in a highly dynamic aerospace manufacturing environment
Strong computer skills including MS Office required, specifically Excel
US Citizenship is required
Preferred qualifications
Bachelor’s degree in engineering
Experience with international programs, proposals, and contracts
Excellent skills in critical thinking, writing, editing, visual element planning, and BOE development
Experience as a Proposal Manager within Space Craft Components or assemblies
