Job Description

The Construction Site Manager will act as the Owner’s representative on the site and have overall responsibility for the execution of all work onsite.

The Construction Site Manager will support the Owner’s Site Manager in managing and providing quality control oversight for the construction project as well as managing the onsite team.

The Construction Site Manager will report to the Owner Site Manager and assist the Owner Project Manager and Owner Project Controller as required. 

*role requires 10 hours a day, 5 days a week

Job Duties: 

  • Manage the site management personnel to provide Owner’s representation oversight and quality control for all work.
  • Ensure site management team completes and properly documents quality control inspections.
  • Work with EPC contractor and site management team to resolve quality issues.
  • Monitor EPC contractor progress and report potential delays or schedule risks to critical milestones to Owner or Buyer.
  • Coordinate and help implement a construction schedule recovery plan as required.
  • Coordinates the construction completion walk-downs and the complete handover of start-up packages.
  • Ensure identified quality non-conformities are properly documented and resolved. 
  • Review project documentation and verify job books are completed in a timely manner.
  • Perform inspections when other site management personnel are offsite.
  • Responsible for ensuring punch list items are tracked and resolved.
  • Recommend acceptance of the completed project or Completion Certificates.
  • Report any issues to Owner Site Manager.
  • Coordinate with landowners as needed.
  • Ensure EPC contractor adheres to the environmental plans and permit requirements.
  • Ensure EPC contractor BMP installation and compliance per the SWPPP.
  • Attend all pertinent site meetings, including Plan of the Day Meetings, Monthly Meetings, Safety Meetings, etc.
  • Provide weekly and monthly progress reporting, and
  • Coordinate with EPC contractor, Owner and Buyer for other meetings, such as Preparatory Meetings, as needed.

Essential Functions: 

  • Ensure all quality control documentation is maintained properly onsite and available on In Eight.
  • Serve as point of contact for the EPC contractors, equipment suppliers, operations personnel, landowners and any Owner subcontractors and consultants onsite.
  • Verify all non-conformances and quality items are tracked to closure. 
  • Manages team to ensure punch list items are resolved and closed adequately. 
  • Works collaboratively with EPC contractor and other site team members, as well as the Owner Project Management Team. 
  • Track and report on actual construction progress and identify potential impacts to the schedule.
  • Upholds safety standards and requirements and ensures safety protocols onsite are followed. 
  • Communicate effectively and professionally, and
  • Lead site management personnel and represent the organization with composure and professional candor. 
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Additional Requirements: 

Contract Management and Reporting 

  • Read and fully understand the site and transportation related requirements of the applicable equipment supply agreements, which may include any or all the following: 
  • Module Supply Agreement
  • Energy Storage Supply Agreement
  • Main Power Transformer Agreement
  • Others as applicable
  • Provide direct interface with site management personnel representing the equipment suppliers.
  • Coordinate communications between the equipment suppliers and EPC contractors.
  • Review equipment delivery route and ensure there are no issues with the equipment component delivery plan, and that is in accordance with the approved Road Use Agreement.
  • Coordinate daily component delivery logistics meetings between equipment suppliers and EPC contractor.
  • Track daily deliveries, logging arrival and offload times as well as site conditions for the day. 
  • Ensure all components delivered to site are inspected in accordance with Owner’s requirements.
  • Provide a daily and weekly overview of equipment and equipment supplier’s performance onsite and report to the Owner Site Manager.
  • Support the coordination of utilities, commissioning, electrical and mechanical completions, and inspection of the EPC contractor.
  • Interface with project Buyer’s onsite representative for regular activities coordination, meetings and inspections, and
  • Read and fully understand all project obligations as described in the following agreements:
  • Project-specific agreements to follow.  

Documentation 

  • Ensure delivery dates and times of all components have been recorded along with any claims of delay or demurrage mentioned by equipment suppliers and EPC contractor. 
  • Track and confirm or reject any demurrage claims submitted by EPC contractor and equipment suppliers.
  • Track missing, lost or damaged parts claimed between the equipment suppliers and EPC contractor.
  • Track site conditions and provide support for the Owner Site Manager’s acceptance and or rejection of crane solar / weather delay claims, or Force Majeure claims made by the EPC contractor or equipment suppliers, and 
  • Review and approve man-hour reporting submitted by equipment suppliers and EPC contractor.

Site Safety 

  • Read and be familiar with the requirements of EPC contractor’s Site Safety Plan.
  • Ensure EPC contractor always has sufficient and trained safety management personnel onsite to properly manage EPC contractor’s Site Safety Plan; 
  • Conduct regular audits (at least every three months) with either internal Owner resources or third-party providers to ensure EPC contractor’s plans are being properly implemented and that a safety conscious environment exists onsite.  
  • Actively participate in EPC contractor’s All-hands Safety Meetings, Plan of the Day (PODs) and morning safety meetings, and 
  • Immediately report any significant injuries to the Owner Site Manager, Owner Project Manager and Owner Safety Manager. In the event of a life-threatening injury or a fatality, follow the Emergency Notification Procedure.

Approval Authority

  • In general, no member of the site management team may sign a document that binds Owner or any of its affiliates except as noted below.
  • The Construction Site Manager may provide information and direction to the Module Supplier, BESS Supplier, Transformer Supplier, EPC contractor, and other subcontractors onsite that is required in the normal course of business as directed by the Owner Project Manager. 
  • The Construction Site Manager may provide project information to the Buyer’s onsite representatives that is required in the normal course of business as directed by the Owner Project Manager. 
  • The Construction Site Manager may, if directed by the Owner Project Manager and provided with the Power of Attorney by the Owner Legal Team, provide Owner’s acceptance of non-unique completion certificates that are executed during the project.  

Punch List and Final Project Closing  

  • Manage the completion of the punch list items, review the as-built drawings for completeness, coordinate the turnover of the project documents and job books to the asset manager, inspect the site cleaning, and other construction closing issues. 
  • Perform a detailed quality check of EPC contractor’s as-built drawings, and
  • Serve as the liaison between the EPC contractor and the landowners in achieving final sign-off of restoration efforts. 

Qualifications

  • Minimum of eight (8) years’ experience in the solar construction industry.
  • Background in civil engineering or construction management.
  • Minimum of three (3) years’ experience in a Site Manager or Construction Manager role overseeing all site activities and reporting to the Project Owner. 
  • Demonstrated understanding of construction activities and working knowledge of structural and electrical construction.
  • Previous experience managing a quality control program for large construction projects.
  • Strong communication, organizational, and interpersonal skills, and problem-solving techniques. 
  • Working knowledge of OSHA requirements. 
  • Current OSHA 30 certification 
  • Knowledge of project controls, critical path method scheduling and risk assessment.
  • Comfortable with fast paced, rapidly changing environment. 
  • Ability to solve problems and make informed decisions quickly. 
  • Able to create and maintain documents in Microsoft Excel, Word and PDF.
  • Familiar and comfortable working in an ESRI ArcGIS database for maintaining project status and documentation.
  • Attentive to details and efficiencies, and  
  • Must have a valid driver license.
