The Civil Inspector, as the Owner Site Manager’s representative, will provide all forms of civil works quality control oversight and support to help ensure EPC contractor compliance. The Civil Inspector will report to the Owner Site Manager and the Construction Site Manager and assist the Owner Project Controller as needed.
*role requires 10 hours a day, 5 days a week
Job Duties:
- Complete and document civil quality control inspections.
- Inspect civil works including grading, drainage and roads to ensure compliance with design documents and specifications.
- Oversee road installation and improvements to include witnessing proof rolls and nuclear density testing (as applicable).
- Ensure EPC contractor is abiding by all requirements set forth in the Road Use Agreement.
- Ensure EPC contractor is installing BMPs in compliance with the SWPPP.
- Inspect road improvements for adequate drainage in compliance with the engineered design documents;
- Inspect drainage installation for proper design, flow, and periodically for obstructions.
- Inspect conditions of public roads connecting the project, particularly near site entrances.
- Verify setbacks being utilized and staked out by EPC contractor near project boundaries, drainage districts, environmental features and other legal rights-of-way or easements.
- Verify fence line installation locations and foundations are within specification.
- Inspect inverter foundations to ensure compliance with design documents and specifications.
- Inspect installation of all project access roads for proper reinforcement and proof rolling.
- Periodically inspect all project access roads for proper maintenance, crowning and pooling.
- Inspect graded arrays for proper elevation and sheet flow inspections.
- Recommend acceptance of completed civil works.
- Report any issues to the Construction Site Manager.
- Review EPC contractor QC documentation, test reports and serve as liaison to EPC contractor and Owner’s module, BESS and transformer vendors for any dispute resolution or issues.
- Document and track any non-conformities or demurrage charges to closeout.
- Attend all pertinent onsite meetings, including Plan of Day Meetings, Preparatory Meetings, Monthly Meetings etc.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Essential Functions:
- Maintain quality control documentation for all civil works.
- Serve as point of contact for civil questions from the EPC contractor and OEM.
- Ensure compliance with PV Module and Energy Storage Supply Agreement requirements.
- Tracks non-conformances and quality items to closure.
- Ensures punch list items are resolved and closed adequately.
- Works collaboratively with Construction Site Manager and other site management personnel, as well as the Owner Project Management Team.
- Upholds safety standards, requirements and ensures safety protocols onsite are followed.
- Communicates effectively and professionally.
- Represent the organization with composure and professional candor.
Contract Management and Reporting
- Read and fully understand the civil scope of work and QC requirements as outlined in the following documents:
- Construction Agreement and Exhibits
- Module Supply Agreement
- Energy Storage Supply Agreement
- Main Transformer Supply Agreement
Site Safety
- Read and be familiar with the requirements of EPC contractor’s Site Safety Plan.
- Actively participate in EPC contractor All-hands Safety Meetings and morning safety meetings.
- Immediately report any significant injuries to the Construction Site Manager, Owner Site Manager, Owner Project Manager and Owner Safety Manager. In the event of a life-threatening injury or a fatality follow the Emergency Notification Procedure.
Punch List and Final Project Closing
- The Civil Inspector will monitor the completion of the EPC contractor mechanical completion punch list items and review the as-built drawings for completeness.
- Perform a detailed quality check of EPC contractor’s mechanical as-built drawings.
- Minimum of five (5) years’ experience in a similar role in the solar construction industry.
- Demonstrated understanding of both civil and structural installation, civil engineered drawings and quality control inspections.
- Strong communication, organizational, and interpersonal skills, and problem-solving techniques.
- Working knowledge of OSHA requirements.
- Current OSHA 30 certification.
- Comfortable with fast paced, rapidly changing environment.
- Ability to solve problems and make informed decisions quickly.
- Able to create and maintain quality control documents in Microsoft Excel and Word.
- Attentive to details and efficiencies.
- Must have a valid current driver license.
