Under general direction, to perform mapping, drafting, and computer work in the prepara­tion and maintenance of property maps, drawings, and tracings for the Assessors property map system; to provide public assistance with map interpretations and comple­tion of forms; and to  do related work as required.  This classification is a for cause, non-exempt position.
 
DISTINGUISHING CHARACTERISTICS
This is  experienced working level in the Cadastral Mapping class series.  Incumbents perform a variety of drafting and mapping work.   This class is distinguished from Cadastral Mapping Aide by performing a broader range of assignments under less guidance and supervision.  It is distinguished from Senior Cadastral Mapping Technician by the fact that Senior Cadastral Mapping Technician has lead work responsibilities and performs more complex work.  
 
REPORTS TO
Mapping and Title Supervisor, Assistant Assessor - Administration, Assessor.
 
CLASSIFICATIONS SUPERVISED
This is not a supervisory class.

Examples of Duties

ESSENTIAL FUNCTIONS

Interprets sectional and/or metes and bounds, legal descriptions of property, and rights-of-way for the preparation and updating of Assessors maps; works with Assessors Office computerized mapping system, i.e  Auto-Cad; computes acreage and related information for the preparation and updating of maps; performs drafting work and prepares drawings, tracings, etc.; verifies legal units of land in order that property owners may obtain building permits; divides and combines property on Assessors maps according to recorded surveys and legal descriptions on recorded documents; prepares Tax Certificates for recording of new Tracts; prepares legal descriptions for Tax Collector sales of tax defaulted property; updates Master Property Records to reflect title, acreage, and tax area code changes;  interprets recorded surveys, existing maps, and property descriptions, preparing new Assessors map pages to scale; reviews newly recorded documents and assists property owners with completion of corrected information; assists taxpayers with Change of Ownership forms, property location, map interpretation, and other information and services related to the functions of the Assessors  Office.

Knowledge of:

  • Purposes and functions of the County Assessors Office.
  • Methods, practices, and terminology of the Assessors property map system.
  • Computerized drawing and mapping software used in the Assessors office.
  • Laws, rules, and regulations governing the development and maintenance of Assessors maps.
  • Nomenclature, symbols, methods, and practices used in property descrip­tions, map development, and drafting.
  • Good public relations techniques.
  • Modern office methods and procedures.                

Desired skills:

  •  Perform a variety of mapping and drafting work.
  • Use the computerized mapping and drawing software of the County Asses­sors Office.
  • Read and understand property descriptions and other information related to the development and maintenance of Assessors maps.
  • Gather and organize data and information.
  • Make mathematical calculations quickly and accurately.
  • Prepare and maintain records and reports.
  • Deal tactfully and courteously with the public and other staff when explaining and interpreting maps, property descriptions and Assessors Office policies.
  • Establish and maintain cooperative working relationships.

Typical Qualifications

Training and Experience:

Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying.  A typical way, but note required, to obtain the required knowl­edge and skills would be:

 

One year of mapping and drafting experience comparable to that of a Cadastral Mapping Aide with Siskiyou County.

        

Special educational training in drafting and computers is desirable..

TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk;  normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including com­puter, telephone, calculator, copiers, and FAX.
